SI Qualification of SMEs – Individual Operations

The SI Qualification of SMEs – Individual Operations, under Portugal 2030, aims to support SMEs in individual operations, focusing on the qualification and digitalization of their business models using intangible competitiveness factors such as:  

  • Organizational innovation;
  • Digitalization and digital transformation;
  • Brand creation and design;
  • Capacity building for the development of products, services, and processes;
  • Protection of industrial property;
  • Quality and certification;
  • Knowledge and technology transfer;
  • Sustainability and Eco-innovation.

The call has an overall budget of €18M, applicable to all NUTS II regions of the Continent: North, Center, Lisbon, Alentejo, and Algarve.

It is a support in the form of a non-refundable incentive, with a support rate of 40% for projects covered by the Lisbon Regional Program, and 50% for the other regions.

Projects must present a minimum investment of €200,000.

Applications are open until January 30, 2025, divided into 2 phases. The first application phase runs until October 31, 2024, and the second phase extends until January 30, 2025.

Support for Tourism in the Interior – Microcredit Line

Support for Tourism in the Interior – Microcredit Line

Support for tourism in the interior aims to develop investment projects promoted by micro and small tourism companies, aiming to:

  • Improve their competitiveness;

  • Adequate and sustainable structuring of the tourism offer;

  • Qualification of interior territories.

The budget allocation is €15M and aims to support the creation, growth, or expansion of micro and small companies through the implementation of investment projects that contribute to strengthening their competitiveness and sustainability.

The maximum investment is €50,000, with support provided in the form of an interest-free loan. The support rate amounts to 90% of the eligible investment, up to a limit of €30,000 per company.

There is the possibility of converting 30% of the support into a grant if project metrics are achieved in the key year for indicators such as Revenues, Gross value added, and Job Posts.

Loans are granted for a term of 7 years from the date of the respective contract, including a grace period of 24 months.

Support for the Alentejo Coast – Productive Business Investment for a Just Transition

Support for the Alentejo Coast

Support for the Alentejo Coast – Productive Business Investment for a Just Transition emerged under the Alentejo 2030 Program, aimed at SMEs wishing to develop investment projects in the region.

The call aims to support business investment in innovative and qualified activities, focusing on strengthening and expanding new industries and new technologically advanced services, aimed at climate and energy transition.

The budget allocation is €15M, with a co-financing rate of 40%, and projects must present a minimum eligible expenditure of €250,000 and a maximum of €25M.

Support will be provided for innovative operations resulting in the production of tradable and exportable products and services, related to:

  • The creation of a new establishment;
  • Increasing the capacity of an existing establishment;
  • Diversification of the production of an establishment to products not previously produced.

Eligible productive investments include sectors of Renewable Energies (excluding projects aimed at production, storage, transportation, distribution, and infrastructure); Agri-food and Tourism.

The following costs are eligible, provided they are directly related to the development of the operation:

  • Tangible assets;
  • Intangible assets;
  • Other investment expenses, including costs with certified accountants, studies or reports, engineering services, diagnostics, audits, and architectural and engineering projects.

The application period runs until December 15, 2023, with the decision analysis carried out according to the following phases:

  • Phase 1: until June 2 (RPA until 11/30/2022);  
  • Phase 2: until July 28 (RPA);
  • Phase 3: until September 29;
  • Phase 4: until December 25.

Portugal 2030: SI Productive Innovation

Portugal 2030: SI Productive Innovation

The first calls of Portugal 2030: SI Productive Innovation have been launched, aimed at SMEs in the North, Center, Lisbon, Alentejo, and Algarve regions.

The budget allocation is €400M, aimed at projects that contribute to improving the productive capacities of SMEs and developing innovative, digital, and sustainable solutions, mainly based on R&D results and increasing qualified employment.

Of the total European Regional Development Fund (ERDF) support, €125M is intended for investments in Low-Density Territories and €275M for other territories.

Applications are open until December 15, 2023, distributed in 4 phases, with the first 2 phases exclusive to companies that submitted an RPA.

Supportable operations are innovative in nature, resulting in the production of tradable and exportable products and services with high added value, contributing to strengthening export orientation and the external competitiveness of the Portuguese economy.

Eligible investment per application: between €250,000 and €25,000,000.

Action typologies:

Creation of a new establishment;

Increase in the capacity of an existing establishment;

Diversification of the production of an establishment to products not previously produced;

Fundamental alteration of the overall production process of an existing establishment.

Support for Residential Condominiums

Applications are open for the Residential Condominiums Support Program, part of Component 13 of the PRR – Energy Efficiency in Residential Buildings.

This program aims to promote the adoption of thermal insulation solutions for facades, roofs, and floors, which present greater potential for energy efficiency and energy savings in buildings.

Scope: Existing multifamily residential buildings, in total property regime with floors or divisions susceptible to independent use or in horizontal property regime.

Beneficiaries: Residential condominiums and individual owners (in the case of total property).

With a budget allocation of €12,000,000, this program grants a maximum total support of €150,000 per beneficiary, in the form of a Non-Refundable grant.

Empreende XXI

Empreende XXI is a fund executed by IEFP in partnership with Startup Portugal and aims to support the creation and development of new business projects, carried out by people registered with IEFP.

It is intended for people over 18 years old who present an economically and financially viable business idea and are registered with IEFP.

The supports granted under Empreende XXI are provided under the community aid regime of minimis, namely, in terms of the maximum amount per entity and can be:

  • Support for company creation:
    • 15% of the eligible investment corresponds to own capital;
    • 85% of the eligible investment is financed by IEFP, in the following modalities:
      • Non-refundable grant, up to a limit of 40%.
      • Interest-free loans, up to a limit of 45%.
  • Support for self-employment creation:
    • Support in the form of a non-refundable grant, up to the amount of 15 times the IAS value.

Call Tourism + Growth

Call Tourism +Growth is a support line promoted by Portugal Ventures in partnership with Turismo de Portugal.

It aims to promote access for tourism companies to venture capital financing, for the development of projects that:

– Strengthen the competitiveness of the country’s tourism offer.

– Improve the tourist experience.

– Promote greater operational efficiency.

This line is aimed at tourism companies of any size, less than 7 years old, with projects:

  • In capitalizing companies that induce tourism activity growth, through expansion, internationalization, or competitiveness improvement projects that have already started the production/commercialization of their products/services.
  • In Build Up operations with the aim of mitigating the sector’s atomization, through merger and consolidation processes of companies.

Applications are open until April 30, 2023 or until the budget allocation of €10M is reached. The investment ticket per company varies between a minimum of €150,000 and a maximum of €1.5M.

Consolidate +Tourism Line

Consolidate +Tourism Line

Consolidate +Tourism Line aims to support tourism companies in coping with capital repayment installments due to Banking Institutions, contracted through credit lines promoted by the Portuguese Development Bank, because of the Covid-19 Pandemic.

This support takes the form of a Refundable Incentive (interest-free) and is intended for Micro and Small companies whose activity is mostly touristic.

The financing corresponds to 75% of the capital repayment installments due to the credit institution during the year 2023, up to a maximum of €40,000 per company (€50,000 in the case of low-density territories).

Loan installments paid or due between January 1 and December 31, 2023, are considered.

Support is transferred to the company in two tranches:

  • The first tranche, corresponding to 50%, is settled after signing the Acceptance Term;
  • The second tranche (50%) is settled after at least three months from the first tranche.

Applications are open until December 31, 2023, or until the budget allocation of €30M is reached.

PRR – Voucher for Startups

PRR – Voucher for Startups

The PRR – Voucher for Startups – New Green and Digital Products call directly contributes to the PRR’s objectives.

This line created under the Digital Transition dimension of the PRR targets two priorities:

i) Creating conditions for the development of start-ups, particularly in the “Green and Digital” axes.

ii) Supporting simplified projects for startups, whose objectives consist of providing digital products or services that:

– Positively contribute to climate transition through high resource use efficiency.

-Allow the reduction of pollution impacts, foster the circular economy, constitute new energy production solutions, and/or are characterized using Open Data or Artificial Intelligence.

This call is aimed at startups that assume the form of SMEs, of any nature or legal form, created less than 10 years ago.

In this sense, the support provided to SMEs is non-refundable, with a limit of €30,000 per beneficiary, 100% as a grant.

The application form will be available from November 25, and applications will be open until the receipt of the limit number of applications, based on the budget allocation of €45M.

Internationalization of SMEs – Joint Projects

[CLOSED CALL]   Under the Internationalize 2030 Program and the extraordinary mechanism of anticipation of Portugal 2030, this call prioritizes increasing exports of products and services, increasing the number of exporters, and diversifying export markets.   Joint internationalization projects aimed at:

– Understanding external markets (fairs/exhibitions).

– Prospecting and presence in international markets.

– Promoting international marketing actions (promotion actions), including the use of web tools (digital channels).

Applications are submitted in the form of a joint project, promoted by one or more public or private non-profit entities that develop a structured intervention program in a group composed of SMEs.

Eligible expenses range from €25,000 to €10,000,000.   Support in the form of a Non-Refundable Grant.

Applications are open until January 31, 2023.
